Those with experience in the matter, does state code dictate WHERE on the front the plate needs to be mounted? Just wondering.

Short answer, No.
It can't swing and be visible.

I'm using zip ties on the front of my XJ. When I got it inspected, they said they couldn't reject it because of that, but that a cop would probably have an issue with it. Want to use a winch mount for the plate. No winch yet so still using the ties.

I went with the winch mounted plate holder on the CJ. For my truck, I just need to get some bolts and nuts to hold it on. Not high on the priority list right now.
